Tax/Fee Information-Vehicle License Fees

At the recommendation of County Treasurer C.William Orndoff, Jr., the Board of Supervisors voted to eliminate the county decal effective January 14, 2009. The last day the decal will be sold is Wednesday, January 14, 2009.

The new ordinance requires an annual vehicle license fee be assessed on all vehicles garaged in Frederick County. This fee will be included with personal property bills that are due June 5th.

Do I still need a Vehicle Decal for my car's windshield in 2009?
No. Frederick County eliminated motor vehicle decals on January 14, 2009. You do still need to file new vehicles with the Commissioner of the Revenue's office.

I live within the town limits of Stephens City/Middletown-do I need a decal?
Yes, you need to purchase a decal from your Town Office. However, you still need to file your vehicle with Frederick County. You will not be charged a vehicle license fee for your vehicle.

Although a decal will not be issued, will I still be charged a fee?
Yes. You will be assessed a vehicle license fee for qualifying vehicles garaged in Frederick County. This fee will be assessed and included on your June tax bill, which is due June 5th.

What will happen if I do not pay my vehicle license fee on time?
If the vehicle license fee is not paid on time, a late payment penalty of $5.00 will be added to the license fee.
If I purchase a new vehicle during the year, will I be able to transfer the license fee from the old vehicle to the new one?
No. Under the new ordinance, license fees are not transferable. All vehicles (not otherwise exempted) must pay a vehicle license fee.
If I move out of Frederick County, will I receive a refund of my license fee?
No, there are no refunds of license fees.
How will Frederick County know when I purchase a new vehicle?
You still must file any newly purchased or moved-in vehicle with the Commissioner of the Revenue's Office within 60 days of that event. Failure to do so will result in late filing penalties.

I qualified for an exemption from the decal fee. Will I be charged the new license fee?
Vehicles that qualified for an exemption from the decal fee (qualified volunteer fire/rescue personnel, qualified POW, qualified disabled veteran) will be exempted from the license fee on the qualified vehicles only. Everyone is still subject to filing new purchases or move-ins with the Commissioner of the Revenue within 60 days and will not be exempt from late-filing penalties.
